Summary: The File Clerk is responsible for the developing and maintaining of the Central File System.

Minimum Qualifications:  Must have a high school diploma or equivalent, an Associate’s Degree is preferred. Must have strong interpersonal and communication skills, good team building skills, computer skills and strong organizational skills. Must have a Valid Drivers license, reliable transportation and driving record acceptable to agency insurance carrier. Must be able to obtain and maintain initial health physical including TB test, and then bi-annually thereafter. Summary: Responsible for technical assistance, cottage industry development, financial literacy, training on asset based thinking, homeownership, credit counseling, debt restructuring, foreclosure prevention and appliance financing.

Minimum Qualifications:  Must have an Associates Degree in related field or equivalent experience. Must have HUD Housing Counseling Certification.   Must have strong computer skills and excellent written and verbal communication skills.  Good customer service, team building and engagement skills required. Position Title: Child Care Council Director 

Pay Grade: 12

Summary: Primary responsibility is to work publicly to meet the Council’s mission of fostering collaborative relationships in order to build a strong responsive child care support system meeting the needs of all of Chautauqua County’s families, child care providers, businesses and communities.  The Director also has direct supervisory responsibility for family day care registration and inspection, enrollment and inspection of legally exempt providers, resource support and training for day care and school age child care providers, a Child and Adult Food Care Program and a child care referral service for parents.

Minimum Qualifications:  The right candidate has supervisory experience, early childhood knowledge, and the ability to facilitate public partnerships that will build a child care system that offers parents accessibility to affordable, quality child care. Bachelors Degree required and experience in management, grant writing, and contract management. Knowledge of the county and awareness of child care issues and regulation is required. Must have experience with advocacy and legislative awareness and strong communication skills. Strong organizational ability, effective motivator, strong team building skills. Must have knowledge of Child Care issues, locally, regionally, statewide and nationally. Must have a valid driver’s license, reliable transportation along with willingness to travel.

 

Position Title: Self Sufficiency Facilitator I

Summary: To assist customers at moderate risk toward economic and social self-sufficiency.  To track, measure, and evaluate individual and collective progress against a life matrices and continuums of care.

Minimum Qualifications:  Bachelor’s degree in human services related field preferred and/or 1-3 years experience. Strong interpersonal, communication, engagement, and customer relations skills are required. Strong computer skills, including word processing, data entry and spreadsheet in a windows environment. Must be goal oriented. And have the ability to develop and maintain positive relationships with people from various backgrounds. Bilingual (Spanish) preferred. Must have strong teaming skills. Continuous professional development expected, including attainment of the FDC. Must have the ability to obtain and maintain NYS SCR Clearance, OMH criminal background check, and Criminal Conviction Clearance. Summary: Intensive outreach with one to one contact and intense case management services to develop in-roads to migrant seasonal workers and their families.  To initiate program participation and foster trusting relationships with the workers to ensure service delivery. To ensure that all aspects of grant expectations and outcomes are met.

Minimum Qualifications:  Extensive knowledge and understanding of the migrant seasonal farm worker population in the community. Must speak fluent Spanish.  Ability to relate to the migrant population.  Must have knowledge of resources available to families in the county and have the ability to access these services.  Must have valid NYS driver’s license and the ability to travel throughout the county.

 

Position Title: Youth Entrepreneurial Specialist 

Pay Grade: 4

Summary: The Entrepreneurial Specialist works in an education setting as a partner in classrooms with teachers and support staff with projects centered around business, ethics and etiquette leading to entrepreneurial projects; implements school programs to comply with individualized MOAs.  

Minimum Qualifications:  An Associates degree in the Human Service or education field, and three years working with youth, preferably in non-traditional educational programming; Bachelors preferred. Educational experience with middle school youth curriculum development. Awareness of and sensitivity to the needs of youth and their families, and needs of school district. Ability to promote and affect change to institutional educational approaches. Knowledge of the development and affective needs of youth in substance abuse, alcohol, life skills and decision-making areas.  Ability to establish and maintain positive working relations within the agency, with other service providers, funders and the general public. Summary: The Youth Specialist I is a shift worker, who implements Safe House programming and Chautauqua Opportunities, Inc. (COI) policies and procedures in order to facilitate the day-to-day operations of the Safe House, provide customer service and assigned outreach services.  Supports program and agency mission by performing various duties.

Minimum Qualifications:  High school diploma or GED. AA, AAS degree preferred. Experience with youth required.  Must have strong interpersonal, communication and customer relations skills, and strong computer skills, including word processing, data entry and spreadsheet in a windows environment. Summary: Coordinate day to day operations of an after school program, using agency and manager vision and philosophy in addition to creating individual focuses, all connected with meeting targets of after school grants; liaison with school personnel and sub-contractors;  Supervise activities, staff, and volunteers.  Supports program and agency mission, as well as, manage a small case load of families identified through “at risk” partnership in conjunction with home school districts.

Minimum Qualifications:  Bachelor’s degree (B.A) in a related field, or three to five years related experience and/or training; or equivalent combination of education and experience required. Strong interpersonal and team building skills. Excellent organization and communication skills. Ability to compose accurate correspondence and communicate effectively to the public.  Need to be flexible and have the ability to solve problems.   Must have valid driver’s license with the ability to travel throughout the county.  Must obtain and maintain health physical annually. Position Title: Kitchen Assistant

Pay Grade: 1

Summary: Assists head cook and assistant cook with food preparation, and delivery for Head Start children and customers. Assists with cleanup of kitchen, dishes, and preparation areas.

Minimum Qualifications:  High School Diploma or GED. Knowledge of health and sanitation procedures and practices.  Must have a valid NYS Driver’s License and the ability to travel throughout the county. Ability to do some heavy lifting (up to 50lbs). Must be in good physical condition.

 

Position Title: Child Care Specialist

Pay Grade: 4

Class: Part Time

Rate:     $10.80

Summary:      Assures effective after school and early care child programming through assisting implementation of NYS OCFS, SACC, and DCC regulations, program policies and procedures.  Facilitates positive relationships with students, parents, school staff, sub-contractor and community partners.  Assists with programming for youth and families to achieving positive outcomes that will increase school success.  Supports program agency and mission.

Minimum Qualifications:    High School diploma or GED required.  Associates Degree or equivalent from a 2 year College or Technical school; or six months to one year related experience and/or equivalent combination of education and experience.  Initial health physical (every 2 years there after) with TB test. Position Title: Community Networking Services Coordinator

Pay Grade: 8

Summary: Oversee the Temporary Shelter Network and Homeless Management Information System (HMIS), street outreach program, summer feeding, and assist with the development of homeless, displaced youth prevention services, coordinating with residential and school linkages programs that will network community resources and businesses together with youth, government and schools to overcome gaps in the community that can be resolved with networked services and resources.

Minimum Qualifications:  Associates Degree required, Bachelors Degree preferred and/or 3 years experience in Management or combination of experience and/or education. Two years experience working in human services and/or with at risk youth and families required. Experience working in or with schools preferred. Experiences working with business needs and practices preferred. Summary: This Position requires a complete knowledge of program processes from Intake through the occupancy cycle to program termination for all Housing and Emergency Services.  Position function includes knowledge of the Family Self-Sufficiency Program (FSS), HCV Homeownership Program, HQS inspection process, housing application process, emergency services and data entry into multiple service software systems.

Summary:      Responsible for the coordination of all medical billing aspects within health services dealing with Medicaid billing, long term care building, private pay and a variety of health care plans.

Minimum Qualifications:    Associates Degree in Medical Billing.  Prefer at least 3 years experience in medical billing.  Familiar with medical billing software and services.  Knowledge of Medicare and/or other insurance benefits.  Knowledgeable in Medical terminology.  ICD-9 and CPT-4 knowledge preferred.  Claims examining experience preferred.  Must have a valid NYS driver's license and the ability to travel throughout the county.

 

Position Title: Central Services Manager

Pay Grade: 10

Summary:      Negotiates contracts with suppliers and vendors ensuring adherence to all purchasing contracts.  Negotiates price on all non-contracted products with vendors and service providers.  Validates requirements and expedites purchase orders for supplies, equipment, and service.  Involved in overall planning and organizational decisions as it pertains to budget.  Manages the Information Technology, Food Service and Buildings and Grounds Departments.

Minimum Qualifications:    Bachelor's Degree (B.S.) in related field or equivalent experience required.  Masters degree preferred.  Strong interpersonal, communication, and customer relations shills.
